HR Officer / Senior HR Officer, Operations The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow-infrastructure with sustainability at its core. The Human Resources Department (HRD) is responsible for the development and implementation of AIIB's human resource strategies, policies, and programs to attract, hire, develop and retain talents. HRD also provides advice on human resources and corporate culture-related issues to ensure that all relevant policies and actions are aligned with, and support the realization of AIIB's mission, vision, corporate culture, Corporate Strategy and business goals, specifically in the areas of strategic staffing, talent management, change management, organizational and performance management, succession planning, training and development, compensation and benefits, and recognition and rewards. HRD strives to be a high performing business enabler, acting as a trusted partner to deliver strategic, proactive and client-oriented solutions.
HRD is composed of the Centers of Excellence (COEs) and the HR Business Partners (HRBPs). The COEs house specialized HR experts who provide a focused approach based on best industry practices toward key areas, while HRBPs are the primary HR contact for business units.
The Planning & Policy Team under the COEs is looking for a Senior HR Officer/ HR Officer in the operations unit.
Accountabilities & Responsibilities
• Lead and administer the major HR processes such as extension of appointments, confirmation of probationary appointments, management of flexible and remote work arrangements, etc.;
• Manage the on/off-boarding and reassignment process of staff, coordinate with various departments for provision of full-range support and ready advice, implement the relocation benefits policy, etc.;
• Oversee payroll data management, and coordinate improvements to related processes and reports for interface with the Finance Office for payment and controls;
• Lead the HR departmental budget management exercise, including budget planning, forecasting, monitoring execution, review and analysis;
• Manage the Secondment Program;
• Coordinate HRD's participation in regular and ad hoc exercises such as audits;
• Work collaboratively across the HR teams so that the business receives a fast, accurate and high-quality service.
• Perform other assignments and projects as determined by the supervisors.
Knowledge, Skills, Experience & Qualifications
• Minimum 8-10 years (for Senior HR Officer) or 5-8 years (for HR Officer) of relevant HR working experience preferably gained in international finance institutions or financial service sectors.
• Master's degree or above in human resources, organizational development, business administration, behavioural sciences, communications, and other related fields from a reputable university.
• Thorough knowledge and extensive experience in all major facets of HR management, current and emerging trends and practices, and in-depth knowledge and experience in functional areas of specialization relevant to this position.
• Knowledge of modern HR Information Systems and relevant technology is preferred.
• Strong change management experience, demonstrated flexibility and ability to work in a fast-paced environment with shifting work priorities and demands.
• Experience working in a multinational environment with a dispersed workforce.
• Excellent interpersonal skills and ability to build relationships and collaborate effectively across diverse groups.
• High level of proficiency in problem solving, critical thinking and analysing complex situations to identify key themes and actionable insights that lead to effective solutions and recommendations.
• Excellent written and verbal communication skills in English are essential.
• High level of integrity, confidentiality, and discretion in handling sensitive HR issues.
